Can the front bumper be drilled ( vented ) for improved cooling to radiator?

No.. so no you cannot. We do allow cutting out the front bar in the spoiler to improve air flow and this works very well.

Either should be unnecessary with a proper cooling system & possibly an oil cooler. Cutting the cross bar in the front air dam tends to make them weak.
